Authorizes Arizona to exercise eminent domain over federal property unless the federal government acquired it with legislative consent under Article I, Section 8, Clause 17 of the U.S. Constitution.

Designates the State of Arizona as the plaintiff in eminent domain actions against federal property.

Requires the Attorney General to file eminent domain actions on federal property that facilitates the state's ability to manage, access, or increase profitability of state-owned or state-held trust lands for public schools and other institutions.

Permits the Attorney General to file eminent domain actions on federal property for public uses that increase the state's ability to generate revenue.
