Amends Arizona Revised Statutes sections 16-201, 16-204, and 16-206 to reflect the new primary election timing.

Updates consolidated election date provisions to specify the twelfth Tuesday before the first Tuesday after the first Monday in November for affected elections.

Maintains existing rules for regular elections in cities and towns with populations of 175,000 or more persons.

Clarifies that the biennial primary election day remains a non-legal holiday with public employees entitled to time off for voting.
