Amends A.R.S. §41-1202 to modify the process for filling legislative vacancies when the seat was held by a political party with at least 30 elected precinct committeemen in the district and county.

Removes the county residency requirement for precinct committeemen nominating candidates and for candidates themselves in legislative vacancy appointments, keeping only the legislative district requirement.

Precinct committeemen must nominate three qualified electors within 21 days (or 5 days if legislature is in session) by majority vote, and the county board of supervisors selects one from the three nominees.

If precinct committeemen fail to nominate within the required timeframe, the board of supervisors fills the vacancy through a citizens panel process instead.

Maintains existing procedures for vacancies in parties with fewer than 30 precinct committeemen or for independent representatives, requiring board-appointed citizens panels to submit three candidates for board selection.
