Adds section 12-718 to provide civil liability exemption for persons with knowledge and training in liquefied petroleum gas who provide emergency assistance without compensation at the request of peace officers, fire departments, or governmental agencies.

Exemption in section 12-718 does not apply to persons who caused the emergency situation or whose willful, wanton, or grossly negligent acts cause damage during response.

Amends section 12-982 to extend motor vehicle liability insurance coverage to persons operating vehicles while providing emergency assistance in liquefied petroleum gas incidents at the request of governmental agencies.

Clarifies that motor vehicle liability policies providing excess coverage for volunteers and emergency responders need not explicitly contain these provisions but must provide the coverage.
