Adds the state department of corrections to the statutory order of burial responsibility for deceased prisoners in state custody when no family members or other persons listed in the statute are willing or able to provide burial arrangements.

Applies only when the deceased was a prisoner in state department of corrections custody at the time of death and no persons listed in the priority order can be located or are willing to assume responsibility.

Maintains existing requirements that county medical examiners notify Native American tribes and veterans organizations before the county assumes burial responsibility.

Declares the measure an emergency act operative immediately upon passage.
