Amends Arizona Revised Statutes Section 31-240 to establish a dedicated prisoner education services budget at each state prison for tracking appropriated and expended education funds.

Requires the budget to account for four specific education programs: functional literacy programs, adult basic education, general equivalency diploma preparation, and vocational and technical education.

Prohibits the director from expending education services budget monies for prisoners in special management units or prisoners sentenced to death.

Provides exceptions allowing education services funding for prisoners under 18 years of age and prisoners with disabilities under 22 years of age, regardless of housing unit or sentence status.
