Amends Arizona Revised Statutes § 15-901 to exclude children whose parents cannot prove lawful presence in the United States from average daily membership (ADM) calculations used to determine state aid to school districts and charter schools.

Changes the definition of "average daily membership" to require school districts and charter schools to report student absence data to the department of education at least once every sixty days in session.

Modifies the definition of "student count" to exclude children whose parents are unable to prove the child's lawful presence in the United States when determining state aid allocations.

Removes outdated fiscal year provisions (2001-2010) related to instructional hour requirements for various grade levels and consolidates definitions into simplified standards for one hundred eighty day school years.

Repeals a conflicting version of § 15-901 from Laws 2010, chapter 318, section 12, to eliminate statutory redundancy.
