Requires the Arizona Health Care Cost Containment System (AHCCCS) administration to issue a public request for proposals for a contract to provide cost avoidance methodology relating to third-party liability determination and coordination of benefits.

Contract offerors must demonstrate a cost avoidance methodology as part of their proposal submission to assist AHCCCS in determining third-party liability and coordinating benefits.

Amends existing AHCCCS requirements for health care insurers to report enrollment information, accept state recovery rights, respond to claims inquiries within three years, and not deny claims based solely on submission date or format.

Requires the director to publish an annual report by January 1 listing health care insurers not in material compliance with claims data reporting requirements and corrective actions taken.
