Requires the Arizona Health Care Cost Containment System (AHCCCS) administration to issue identification cards to eligible members that include a current photograph, plan identification number, and the phrase "government Assistance card" in large black print on a safety orange card.

Mandates that AHCCCS members present their identification card before receiving nonemergency services under the program.

Requires the department to include the recipient's name and photograph on electronic benefits transfer (EBT) cards issued under the Supplemental Nutrition Assistance Program, with the cards colored safety orange and marked with "government food stamp card" in large black print.

Requires retailers at eligible grocery businesses to demand that customers present additional identification demonstrating ownership of the EBT card when making purchases.

Specifies that retailers may accept any identification form described in federal regulations 42 Code of Federal Regulations section 435.407(a) or (e).
