Establishes satellite voting and registration locations at county recorder offices or other county locations beginning with the 2012 primary election.

Allows registered voters who registered 29 or more days before the election to vote early or on election day at satellite locations using their precinct's proper ballot.

Permits eligible residents to register and vote during early voting at satellite locations if they provide citizenship evidence and complete a registration form.

Requires persons who register during early voting to cast provisional ballots at the satellite location and allows them to vote in future elections held at least 29 days after registration.
