Amends Arizona Revised Statutes section 41-126 to modify how the Secretary of State collects daily penalties or additional daily fees for late filings.

Limits collection of late filing penalties to only those days when the Secretary of State's office is officially open for business, rather than calendar days.

Exempts this limitation if the Secretary of State establishes a secure electronic system for accepting late fees and filings that operates continuously outside of official business hours.

Maintains all existing fee schedules for notary public filings, trademark and trade name registrations, uniform commercial code filings, and other Secretary of State services.
