Allows plaintiffs in civil actions to designate persons (other than named defendants) as "respondents in discovery" if the plaintiff believes they have information essential to identifying additional defendants.

Respondents in discovery must respond to discovery requests from the plaintiff in the same manner as defendants and can be added as defendants if probable cause is established.

Respondents in discovery must be served with a copy of the complaint and a summons containing notification of their status, the names of parties, discovery requests, and witness fee information.

Respondents in discovery are entitled to receive witness fees and expenses.

A person named as a respondent in discovery may be made a defendant within six months of being named, with possible extensions of up to 90 days for counsel withdrawal or good cause, and additional extensions for respondent non-compliance with discovery.
