Directs the Department of Public Safety to maintain a computerized record system containing the reported information on individuals with documented significant psychological episodes or incidents.

Restricts access to the database to criminal justice agencies for investigating and enforcing state and federal laws, with other access only available by court order.

Authorizes the Department of Public Safety to adopt rules necessary to implement and administer the reporting and database system.
