Amends Arizona law governing school tuition organizations that receive corporate contributions to provide educational scholarships and tuition grants to low-income students.

Requires organizations to use at least 90% of corporate contributions to assist students whose family income does not exceed 185% of the reduced-price lunch income threshold, including students transferring from public schools, students enrolling in kindergarten, and students continuing enrollment in subsequent years.

Clarifies that a student promoted from the highest grade of a qualified school and immediately enrolling in another qualified school in the next grade is considered continuously enrolled for eligibility purposes.

Corrects a statutory reference in Section 43-1505 from "28-224.07" to "20-224.07" regarding corporate donations for displaced students and students with disabilities.

Maintains existing provisions requiring full-time enrollment, prorated refunds for students who leave mid-year, and parental choice in selecting qualified schools.
