Amends Arizona Revised Statutes Section 45-593 regarding registration of existing wells and groundwater code administration.

Requires new well owners to record a document in the county recorder's office specifying the well's registration number and owner information after any transfer of ownership.

Maintains existing requirements for well registration forms to include legal description, location, depth, diameter, casing type, pumping capacity, and other director-required information.

Preserves requirement that property owners notify the director within 30 days of ownership change if open wells exist on the property, or within 10 days of discovering any open well.
