Amends Arizona law to allow school districts and charter schools to adopt English language learner (ELL) programs that are not based on state task force-approved models, if the proposed program is submitted to and approved by the task force.

Establishes an exemption process where schools can be exempt from ELL model requirements if they demonstrate annual measurable achievement objectives under the No Child Left Behind Act, including progress in English language learning, English proficiency attainment, and adequate yearly progress in reading and mathematics.

Requires schools that meet exemption criteria to also receive a letter grade of A, B, or C according to Arizona's school grading system.

Mandates that the superintendent of public instruction notify schools in writing if they fail to meet exemption criteria and must revoke the exemption if a school fails to satisfy criteria for two consecutive years.

Requires school districts and charter schools to include a copy of their adopted ELL program in their annual report.
