Amends section 5-105 to include testing for anabolic steroids in dogs sampled after winning races, in addition to existing drug and desensitization testing.

Creates a new class 2 misdemeanor offense for trainers or owners who knowingly enter a dog in a race if the dog is drugged with anabolic steroids.

Modifies section 5-115 to establish the anabolic steroid offense as a lesser charge than the existing class 4 felony for drugging or desensitizing animals that affects racing performance.

Clarifies penalty structure distinguishing between anabolic steroid violations (class 2 misdemeanor) and other forms of animal drugging (class 4 felony).
