Amends Arizona Revised Statutes section 35-121 to change the state budget format from annual to biennial (two-year) budgeting for all state departments and institutions.

Through fiscal year 2012-2013, maintains the current system where annual budget units receive yearly appropriations and biennial budget units receive two-year appropriations, with separate itemization for each fiscal year.

Beginning in fiscal year 2013-2014, requires all state departments and institutions to operate under biennial appropriations with separate itemization for each of the two fiscal years.

Directs the legislative council staff to prepare conforming legislation to align the Arizona Revised Statutes with this biennial budgeting change for consideration in the 2012 legislative session.
