Amends Laws 2010, chapter 211, section 8 to remove the December 31, 2010 deadline limiting the attorney general's direction by the governor in defending challenges to Laws 2010, chapter 113 in state or federal court.

Removes the December 31, 2010 deadline allowing the governor to direct counsel other than the attorney general to defend challenges to Laws 2010, chapter 113.

Authorizes the Speaker of the House of Representatives and President of the Senate to direct counsel to initiate legal proceedings or appear on behalf of their respective chambers or the legislature in any challenge to Laws 2010, chapter 113.

Applies retroactively from and after December 31, 2010.

Designated as an emergency measure effective immediately.
