Amends Arizona Revised Statutes Section 15-1626 to require the Arizona Board of Regents to reduce in-state tuition by 75% for teachers pursuing additional education courses at universities under the board's jurisdiction.

Eligible teachers must have already earned a baccalaureate degree and provided classroom instruction in public or private schools in Arizona for five or more consecutive years.

Implements a phased approach with 25% tuition reduction for fiscal year 2012-2013, increasing to 50% reduction for fiscal year 2013-2014 and thereafter, before reaching the full 75% reduction specified in statute.

Applies the discount only to teachers enrolled in additional education courses, not to all university programs.
