Amends Arizona Revised Statutes Section 35-152 regarding payment of fees and expenses for federal court-appointed special masters.

Prohibits state officers, employees, or agents from opening accounts or paying special master fees and expenses unless the legislature appropriates funds for such payments.

Protects state officers, employees, or agents from personal liability for non-compliance with payment requirements or for unpaid special master fees when no legislative appropriation exists.

Applies the payment restrictions to all bills for special master fees and expenses submitted after July 13, 1995.
