Repeals and replaces Arizona Revised Statutes Section 32-1263.02 regarding the State Board of Dental Examiners' investigation and disciplinary procedures.

Authorizes the board to investigate complaints alleging grounds for disciplinary action and may withhold complainant names from respondents unless essential to proceedings.

Allows the board to issue nondisciplinary actions including letters of concern, continuing education orders, or civil penalties up to $500 for failure to respond to subpoenas without proceeding to formal discipline.

Establishes procedures for formal complaints and hearings when investigation indicates sufficient grounds for suspension or revocation, including authority for emergency summary suspension.

Protects patient records and information from public disclosure, grants subpoena authority to the board, and allows the board to charge hearing costs to licensees found in violation.
