Repeals and replaces sections 28-142 and 41-2052 of the Arizona Revised Statutes to establish state preemption over livery vehicles, taxis, and limousines regulation.

Declares that regulation and use of livery vehicles, taxis, and limousines are matters of statewide concern under Arizona law.

Prohibits counties, cities, towns, and other political subdivisions from imposing additional regulation on livery vehicles, taxis, and limousines that are already regulated by the state.

Applies the state preemption provisions to both Title 28 (transportation) and Title 41 (state administrative) of Arizona Revised Statutes.
