Allows licensed contractors under Arizona Revised Statutes title 32, chapter 10 to participate in public service corporation rebate or pricing programs if they obtain equivalent training or certification required by the program.

Prohibits public service corporations from requiring licensed contractors to join any trade association or membership organization.

Prohibits public service corporations from requiring licensed contractors to pay dues to any trade association or membership organization.

Subjects any public service corporation that violates these requirements to penalties prescribed in section 40-425.

Defines "contractor" for purposes of this section as having the same meaning prescribed in section 32-1101.
