Adds a representative of a tribal government as a member to the state transportation board, in addition to existing district-based representation.

Exempts the tribal representative from the requirement that board members be residents and taxpayers of Arizona and their county for at least five years before appointment.

Maintains existing board composition of one member from each transportation district with population under 2.2 million and two members from districts with population of 2.2 million or more persons.

Retains all other qualifications and appointment procedures for board members, including six-year terms and gubernatorial appointment authority.
