Requires the Arizona Department to establish and maintain a publicly accessible, electronically searchable database containing comprehensive receipts and expenditures of state monies, updated within 30 days after each fiscal year ends and retained for at least 10 fiscal years.

Database must include annual revenues (taxes, fees, donations, federal grants) and expenditures by state budget units, with detailed information including payment method, funding source, transaction date and amount, recipient name, and performance location.

Database must allow public users to search and aggregate payments by budget units, programs, and vendors; download search results; and access related contracts.

Requires local governments (counties, cities/towns with 2,500+ population, community college districts, school districts with 600+ pupils, and state universities) to establish similar websites reporting revenues and expenditures over $5,000, updated quarterly and retained for at least 3 fiscal years.

Prohibits database from including confidential taxpayer information, individual assistance payments, payee addresses or phone numbers, attorney-client privileged materials, and other legally confidential information.
