Amends Arizona Revised Statutes sections 28-882 and 28-884 to establish requirements for van accessible handicapped parking spaces.

Requires that at least 13% of designated handicapped parking spaces be van accessible with an access aisle of at least 96 inches to accommodate wheelchair lifts.

Van accessible spaces must have at least 98 inches of vertical clearance at the parking space, access aisle, and vehicular route to and from the space.

Requires van accessible spaces to display an additional sign identifying them as "van accessible only."

Restricts parking in van accessible spaces to vans transporting persons with valid disability placards or special plates; applies only to spaces established, redesigned, or restriped after the effective date.
