Adds section 13-3708 to Arizona Revised Statutes regarding the sale or transfer of motor vehicles.

Prohibits a person from knowingly selling or transferring ownership of a motor vehicle without disclosing to the purchaser or transferee that the vehicle is subject to a restitution lien under section 13-806.

Violation of the disclosure requirement is classified as a class 1 misdemeanor.
