Each state budget unit must submit to the Legislature by September 1 annually a summary of spending for the prior fiscal year and projections for the current fiscal year.

Budget summaries must be divided into major product and service categories with unit costs for each product and service, with totals matching overall spending or projections.

The Legislature shall reduce appropriations by at least 10 percent of the prior fiscal year's allocation for any budget unit that fails to submit the required summary.

The Arizona Board of Regents and universities under its jurisdiction are exempt from these budget submission requirements.
