Prohibits amendments to municipal and county development agreements and additional fee charges after initial approval, requiring changes only by mutual consent of all parties.

Clarifies that development agreements may include provisions for development fee waivers or reductions as part of public infrastructure financing and terms.

Implements a five-year moratorium on county development fees from October 1, 2011 through September 30, 2016, prohibiting new fees and increases to existing fees under section 11-1102.

Requires county boards of supervisors to record development agreements with the county recorder within ten days of execution to provide notice to all persons.

Makes the act effective September 30, 2011.
