Requires school district governing boards to prescribe and enforce policies prohibiting pupils from harassing, intimidating, and bullying other pupils, including through electronic technology and electronic communications on school computers, networks, forums, and mailing lists.

Mandates anti-bullying policies include procedures for confidential student reporting, written parent/guardian reports, employee reporting requirements, documentation processes, investigation procedures, disciplinary measures, and consequences for false reports.

Defines "bullying" as conduct that adversely affects a student's ability to participate in educational programs by placing them in reasonable fear of physical harm, based on actual or perceived race, color, national origin, sex, disability, sexual orientation, gender identity, religion, or other distinguishing characteristics.

Defines "harassment" as conduct that adversely affects a student's ability to participate in educational programs because it is reasonably perceived as severe, persistent, or pervasive, including conduct based on protected characteristics or association with protected groups.

Establishes legislative intent that students have the right to a safe, civil school environment free from bullying and harassment, and that school administrators, faculty, staff, and volunteers should model appropriate behavior and refuse to tolerate such conduct.
