Requires school districts and charter schools that release directory information about pupils to provide the same access to military and state militia recruiting representatives for informing pupils of educational and occupational opportunities.

Mandates that directory information be released on or before October 31 of each year if a school permits such release.

Requires schools to design and distribute a form (per Department of Education specifications) allowing pupils to request that their directory information not be released, distributed separately from other forms and potentially via electronic means.

Maintains prohibition on releasing pupil transcripts to postsecondary institutions, militia, or armed services without written pupil consent using a transcript release form with separate checkboxes for each entity type.

Clarifies that nothing in the law authorizes release of information that would violate the Family Educational and Privacy Rights Act of 1974.
