Amends Arizona Revised Statutes sections 31-284 and 41-1609.03 to establish requirements for private contractors providing detention or incarceration services.

Private contractors must be liable for and reimburse the state or political subdivisions for costs of emergency, public safety, or security services provided to the contractor.

Private contractors must immediately notify the director of the state department of corrections when an electronic security system under their control malfunctions or is damaged.

Establishes a civil penalty of $10,000 per day for each day a private contractor fails to provide notification of a malfunctioning or damaged security system.

Directs all civil penalties collected for failure to notify to be deposited into the transition program fund established under section 31-284 to pay for costs related to the administration and services of the transition program.
