Amends Arizona Revised Statutes Section 27-271 to clarify the definition of "common variety minerals" for purposes of state land leases.

Expands the definition to explicitly include petrified wood, stone, pumice, pumicite, cinders, decomposed granite, sand, gravel, boulders, common clay, fill dirt, and waste rock.

Clarifies that common variety minerals include deposits with trade or industrial value that do not possess distinct, special economic value beyond normal uses.

Specifies that common variety minerals include road base material, riprap, ballast, borrow, fill, facing stone, and landscaping or ornamental materials.

Excludes limestone suitable for cement production, metallurgical or chemical grade limestone, and gypsum from the definition of common variety minerals.
