Amends Arizona Revised Statutes § 9-500.08 to require cities and towns to enact ordinances regulating landscape watering for residential and commercial properties.

Establishes watering frequency limits: three times per week from April 15 through October 15, and two times per week from October 16 through April 14.

Sets civil penalties of $50 for residential property owner violations and $100 for commercial property owner violations.

Requires enforcement officers to have reasonable cause to believe there is another alleged ordinance violation on the property before issuing a citation for watering violations.

Allows cities and towns to retain civil penalty revenues collected to reimburse enforcement costs and fund future water conservation enforcement efforts.
