AZ HB2601

Amends Arizona Revised Statutes section 15-341 to require school district governing boards to adopt and enforce policies prohibiting pupils from harassing, intimidating, and bullying other pupils, including based on actual or perceived sexual orientation.

Specifies required components of antibullying policies including confidential reporting procedures, parent/guardian complaint submission, employee reporting requirements, incident documentation, investigation processes, and disciplinary procedures for violators.

Establishes that school districts and employees are immune from civil liability regarding antibullying policy implementation except in cases of gross negligence or intentional misconduct.

Creates new section 15-509 stating that school administrators who knowingly fail to follow adopted antibullying policies are guilty of unprofessional conduct and subject to certificate revocation.

Allows courts to award court costs and reasonable attorney fees to persons who prevail in personal injury or wrongful death proceedings resulting from bullying, harassment, or intimidation when a school district fails to adopt or enforce required antibullying policies.
