Amends Arizona Revised Statutes section 36-2907 to restore coverage for certain organ transplant services that were previously excluded, specifically pancreas transplants, lung transplants, hemopoetic cell allogenic unrelated transplants, heart transplants for non-ischemic cardiomyopathy, and liver transplants for hepatitis C diagnosis.

Appropriates $1,205,900 in state general fund monies and $3,083,600 in federal expenditure authority for fiscal year 2010-2011 for transplant services to the Arizona Health Care Cost Containment System (AHCCCS) administration.

Appropriates $14,400,000 in state general fund monies and $35,634,700 in federal expenditure authority for fiscal year 2010-2011 for other covered health and medical services to AHCCCS.

Declares the appropriations exempt from lapsing provisions and specifies that increased transaction privilege tax revenue from repealing the accounting and reporting expenses tax credit be used to fund organ transplants and other covered AHCCCS services.

Designates the act as an emergency measure operative immediately upon enactment.
