Repeals section 42-5017 of Arizona Revised Statutes, eliminating the accounting and reporting expenses tax credit.

Directs increased transaction privilege tax revenue generated by the repeal to fund organ transplants and other covered health and medical services for Arizona Health Care Cost Containment System recipients.

Requires affirmative vote of at least two-thirds of members in both houses of the legislature for enactment, per Arizona Constitution article IX, section 22.

Takes effect immediately upon the governor's signature or, if vetoed, upon affirmative vote of at least three-fourths of members in both houses of the legislature.
