Removes six specific organ transplant types from the list of covered AHCCCS services: pancreas only, pancreas after kidney, lung, hemopoietic cell allogenic unrelated, heart for non-ischemic cardiomyopathy, and liver for hepatitis C diagnosis.

Appropriates $1,205,900 from the state general fund and $3,083,600 in federal monies in fiscal year 2010-2011 to the AHCCCS administration for transplant services.

Makes the appropriation exempt from lapsing provisions, allowing unspent funds to carry forward.

Declares the act an emergency measure operative immediately upon enactment.
