Amends open meeting requirements for condominiums and planned communities to require agendas be available to attending members, allow emergency meetings with documented reasons, permit telephone conference participation with speakerphone access, and require informal board meetings to comply with open meeting notice provisions.

Expands restrictions on homeowners' association prohibitions of for-sale and for-lease signs by prohibiting associations from charging fees for sign placement and allowing sign riders in any combination, while limiting regulations to commercially produced signs only.

Adds new penalty provision forfeiting association lien rights for six consecutive months if the association violates sign restrictions in subsections related to for-sale or for-lease signs.

Modifies political sign display regulations to extend the period before elections from 45 to 71 days and reduce the period after elections from 7 to 3 days, increases aggregate total sign dimensions from 24x24 inches to 9 square feet, and limits regulation to commercially produced signs only.

Clarifies that members may speak once after board discussion of a specific agenda item but before formal action is taken, and adds a new exception allowing closed sessions for discussing member appeals of violations except when the affected member requests an open session.
