• Prohibits political subdivisions from filing civil lawsuits against firearms manufacturers, distributors, dealers, or importers for harm caused by criminal misuse of nondefective firearms or ammunition.

• Repeals restrictions on carrying concealed deadly weapons in public establishments and public events after receiving a reasonable request to store weapons, and eliminates liability for operators or sponsors of such establishments or events unless they acted with gross negligence or intent to injure.

• Establishes state preemption over firearm and ammunition regulations by prohibiting political subdivisions from enacting ordinances relating to transportation, possession, carrying, sale, transfer, purchase, licensing, or registration of firearms and ammunition, with limited exceptions for specific firearm-free zones that meet strict requirements including controlled access and prominent signage.

• Amends firearm discharge and weapons misconduct statutes, changing the standard for unlawful discharge from "criminal negligence" to "knowingly" and renumbering firearm-related offense provisions throughout Arizona statutes.

• Creates civil and criminal remedies for violations of firearm preemption laws, including declarative and injunctive relief, damages, and attorney fees for prevailing plaintiffs, and makes knowing violations by government officials a class 5 felony subject to immediate termination.
