Expands whistleblower protections for public employees to cover disclosure of information about violations of law or professional ethical rules, mismanagement, gross waste of money, or abuse of authority to any public body.

Adds protections for employees who participate in court actions, investigations, or hearings on matters of public concern, and those who communicate scientific or technical findings they reasonably believe to be truthful and accurate.

Prohibits employees with control over personnel actions from using official authority to threaten, intimidate, coerce, or influence other employees to prevent disclosure of information concerning improper government action.

Extends the complaint period for alleged retaliation from 10 days to one year after the action is taken, and creates a presumption that personnel actions taken within 90 days of disclosure are retaliatory unless rebutted.

Requires public employers to post notices describing whistleblower protections in conspicuous locations and mandates employers provide affected employees with a copy of these protections upon request.
