Repeals Arizona Revised Statutes section 42-5017, which established a transaction privilege tax credit for accounting services.

Requires approval by at least two-thirds vote of both houses of the legislature to take effect.

Becomes effective immediately upon the governor's signature, or upon a three-fourths vote of both houses if the governor vetoes the bill.
