Amends Arizona Revised Statutes sections 32-2046 and 32-2153 to allow any person aggrieved by an action or order of the real estate licensing board or commissioner to immediately seek judicial review in court at their sole discretion, rather than following only administrative appeal procedures.

Entitles any person who prevails in a court action against the board or commissioner to recover reasonable attorney fees and court costs.

Requires the board and commissioner to identify in any complaint the specific statute or rule that is alleged to have been violated or on which the action is based.

Clarifies that the lapsing, suspension, or voluntary surrender of a real estate license does not prevent the commissioner from investigating, disciplining, or assessing civil penalties against the licensee.
