Modifies section 13-3553 to separate recording/filming/photographing sexual exploitation of minors (paragraph 1) from transporting/receiving/possessing such depictions (paragraph 2), with different classification schemes for each.

Creates a "personal use" exception for paragraph 2 violations, reducing the felony classification from class 2 to class 6 when the offense involves multiple depictions on the same occasion solely for personal viewing.

Defines "personal use" as transporting, receiving, purchasing, electronically transmitting, possessing or duplicating visual depictions of child sexual exploitation exclusively for the person's own viewing.

Restores class 2 felony status for personal use violations if the offender was previously convicted of a sex offense requiring registration under section 13-3821.

Establishes a disproportionality review process through the board of executive clemency for inmates sentenced under the original section 13-3553 to determine if sentences are clearly excessive, with reviews to be completed by December 31, 2012.
