Establishes that early election boards must check both the voter's affidavit and the identification submitted, and must notify voters within ten business days if identification is incomplete or illegible, allowing the voter to cure the deficiency before 7:00 p.m. on election day.

Makes it a class 2 misdemeanor for election officers to knowingly fail to remove unlawfully registered persons from voter rolls or to fail to report such unlawful registrations to the appropriate prosecuting agency.

Clarifies that if an early ballot vote is disallowed, the election board must notify the voter by first class mail within three days stating the grounds for rejection.
