Prohibits persons under 18 years of age from possessing graffiti implements (aerosol paint, pressurized paint containers, etching tools or solutions) on public or private property without the property owner's express consent.

Exempts minors who are under immediate parental or legal guardian supervision, have written permission from a parent or legal guardian, or possess the implements for lawful employment or school-related purposes.

Classifies violation of this section as a petty offense.
