Establishes the gang and immigration intelligence team enforcement mission fund with four accounts (mission, border security equipment and technology, border action grants, and border law enforcement and prosecutors) to allocate revenues from pipes and valves sales tax collections.

Creates a multijurisdictional task force under the Department of Public Safety to deter gang activity, dismantle criminal enterprises, disrupt human smuggling, collect intelligence, and provide community training on gang and immigration issues.

Requires local jurisdictions receiving mission account funding to provide at least 25% of service costs, with the state providing no more than 75% of personnel expenditures but funding all capital equipment.

Appropriates $5.2 million and 48 FTE positions in fiscal year 2011-2012 for border security prosecutors, human trafficking/smuggling squads, a domestic terrorism squad, and port of entry inspections.

Requires the Department of Public Safety to make reasonable efforts to establish a 287G memorandum of understanding with the U.S. Department of Homeland Security and submit quarterly expenditure reports to the legislature.
