Requires candidates for mayor and common council in cities and towns to file partisan nomination petitions and appear on their political party's primary ballot as prescribed in section 16-314.

Applies the partisan election requirement to all mayoral and council election systems regardless of whether the mayor is directly elected, whether council members are elected by district, or whether council members are divided into classes.

Requires school district governing board candidates to file partisan nomination petitions and appear on the primary ballot of the appropriate political party along with the title of the office.

School district candidates' names shall appear on the ballot with the appropriate political party designation along with the title of the office.
