• Adopts an interstate agreement whereby member states commit to appointing presidential electors based on the national popular vote winner rather than their own state's popular vote result.

• Agreement takes effect when states possessing a majority of electoral votes (270 of 538) have enacted it in substantially the same form.

• Each member state's chief election official must tabulate votes for each presidential slate nationally, designate the winner of the national popular vote, and certify that winner's associated elector slate for that state.

• States may withdraw from the agreement except during the last six months of a presidential term, and the agreement terminates if the Electoral College is abolished.

• In case of a tie for national popular vote winner, each member state appoints electors associated with whichever presidential slate won that particular state's popular vote.
